Spearheaded by the Uttar Pradesh Skill Development Mission (UPSDM), the expansion follows the formal signing of a Memorandum of Understanding (MoU) on Thursday between Mission Director Pulkit Khare and the EkStep Foundation. The strategic initiative, which had been operating in an experimental phase since June, has now been fully integrated into the state's skill mission framework. Designed to synchronize vocational certifications with real-time industrial staffing needs, the digital discovery network provides local businesses with pre-screened talent while giving certified youth direct, transparent access to employment opportunities in their immediate geographical vicinity.
Interactive Digital Mapping: Scaling Ghaziabad's 25,000-Job Pilot to a Statewide Grid
The foundation of the Blue DotsAI architecture is an interactive geographic discovery interface that plots verified job vacancies and candidate profiles on a localized digital map. During its initial pilot phase conducted in Ghaziabad, the platform successfully aggregated and mapped more than 25,000 open vacancies within a concentrated 20-to-25-kilometer radius, proving that hyper-local matching sharply reduces job search friction. Replicating this model across every division, the system provides candidates with complete transparency regarding hiring companies, real-time vacancy numbers, initial salary packages, overtime payment structures, and logistical details such as employer-provided pick-up and drop-off transportation facilities. Simultaneously, local enterprises can explore candidate rosters tailored to their technical criteria, establishing a direct bridge between vocational training centers and regional employment hubs without intermediary bottlenecks.
Multilingual AI Voice Bots and Tailored Hiring for MSMEs and Manufacturing
To remove digital literacy barriers and simplify recruitment logistics, Blue DotsAI incorporates a specialized conversational AI voice bot capable of understanding and speaking in Hindi, English, and regional dialects. Employers and industry associations can register hiring requisitions simply by speaking to the voice bot, which transcribes their requirements and instantly publishes them onto the digital platform. On the applicant side, the automated system proactively calls eligible candidates whose skill profiles match incoming openings, explains the job parameters, and, upon securing the candidate’s consent, directly processes their application. Beyond automated placements, the program works in coordination with industrial associations to deliver career counseling and mock interview sessions, catering specifically to workforce demand across micro, small, and medium enterprises (MSMEs), the retail sector, apparel manufacturing, food and beverage processing, and heavy industrial trades requiring certified technicians such as welders, electricians, and CNC machine operators.
