UP Mega Push: 1 Crore Women to Receive ₹1 Lakh Interest-Free Loan
In a massive financial empowerment push ahead of the upcoming assembly elections, the Uttar Pradesh government is finalizing the rollout of the landmark Uttar Pradesh Women Entrepreneur Credit Scheme (Mahila Udyami Credit Card Scheme). Spearheaded under the Uttar Pradesh State Rural Livelihood Mission (UPSRLM), this flagship welfare intervention will extend interest-free micro-credit lines of up to ₹1,00,000 to one crore women enrolled across Self-Help Groups (SHGs) throughout the state. By infusing liquidity directly into the rural economy, the initiative seeks to foster grassroots women entrepreneurs, stimulate cottage industries, and elevate household self-reliance across all seventy-five districts.
Phased ₹1 Lakh Disbursal Framework and Dedicated Credit Cards
The scheme delivers working capital through a disciplined three-stage revolving credit framework rather than a lump-sum payment. In the initial phase, each registered beneficiary will receive an introductory seed installment of ₹20,000 to establish or scale micro-enterprises. Upon timely repayment of this initial sum, members will unlock an expanded second tranche of ₹30,000. Successful settlement of the second tier immediately qualifies the borrower for the ultimate tranche of ₹50,000, bringing total institutional borrowing access to ₹1,00,000. To eliminate red tape and streamline retail transactions, state-run and regional rural banks are preparing customized, zero-interest credit cards for all participating women.
High-Level Strategy Review at Yojana Bhawan in Lucknow
Following formal fiscal allocations earmarked in the state budget, Deputy Chief Minister Keshav Prasad Maurya convened an extensive evaluation meeting with top administrative officials at Yojana Bhawan. Emphasizing total operational transparency, Maurya directed the Rural Development Department to finalize cabinet proposals and banking protocols without delay. The high-level conference was attended by Minister of State for Rural Development Vijay Laxmi Gautam, Principal Secretary Saurabh Babu, Commissioner Pramod Kumar Upadhyay, and UPSRLM Mission Director Arun Kumar. The assembly underscored that this multi-stage capital assistance will convert village women from passive beneficiaries into independent business owners across rural Uttar Pradesh.
Digital Identity Cards, E-Rickshaws, and 100 Mahila Shakti Kendras
Beyond liquid credit lines, the initiative introduces extensive technological and structural support systems. Beneficiaries will receive digitized identity cards integrated with quick-response (QR) codes to streamline verification, banking access, and welfare distribution. Deputy Chief Minister Maurya instructed authorities to organize structured training modules covering digital payment platforms, online marketplace onboarding, social media marketing, and inventory accounting. The state has also integrated an electric mobility component, capping e-rickshaw subsidies at ₹2,00,000 per eligible applicant, while approving the establishment of 100 specialized Mahila Shakti Kendras across the state to guide women entrepreneurs.
Public-Private Synergy: Extending HCL Foundation Partnership to 2031
To anchor long-term skill enhancement and village-level livelihood resilience, the state administration formally discussed extending its ongoing 'Community Partnership' alongside the HCL Foundation through the year 2031. This long-term alliance will focus on modernizing dairy collection networks, standardizing organic agricultural produce, and creating direct business-to-consumer distribution channels for SHG crafts. Mirroring successful welfare strategies deployed in neighboring state elections, Uttar Pradesh's comprehensive mission combines interest-free finance, clean-energy mobility, and corporate expertise to build a robust, self-sustaining ecosystem for rural women.
