UP Inks Mega Singapore Pacts: Dedicated 'Singapore City' Planned at Jewar

Marking a major leap toward transforming Uttar Pradesh into India's primary economic growth engine, the state government led by Chief Minister Yogi Adityanath signed landmark investment agreements with leading Singaporean conglomerates at the Chief Minister's official residence in Lucknow on Wednesday. Handing over formal Certificates of Eligibility to incoming investors, the Chief Minister held extensive strategic deliberations with a 14-member delegation of international industrialists and institutional investors led by the Singapore Business Federation (SBF). Building upon discussions initiated during the Chief Minister’s official trade delegation to Singapore in February 2026, the bilateral engagement focused on converting strategic investment intents into tangible manufacturing assets across semiconductors, multimodal logistics, artificial intelligence data centers, green hydrogen, sustainable urban planning, and premium hospitality. Recalling the vision of Singapore’s founding architect Lee Kuan Yew, Chief Minister Yogi Adityanath emphasized that industrial stature is dictated by governance efficiency rather than landmass, highlighting that Uttar Pradesh has shed its former "BIMARU" status to triple its Gross State Domestic Product (GSDP), annual budgetary outlay, and per capita income over the past nine and a half years, while remaining a revenue-surplus state without imposing fresh taxes and driving a threefold rise in women's workforce participation.

$1 Trillion Ambition: Translating ₹60,000 Crore Singapore Pledges into Groundbreaking Operations

Revisiting high-level diplomatic and corporate engagements conducted with Singapore President Tharman Shanmugaratnam and Prime Minister Lawrence Wong earlier in February 2026, where investment agreements totaling approximately ₹60,000 crore were formalized, Chief Minister Yogi Adityanath reiterated that the state’s governing commitment of "safety, stability, and speed" remains resolute. The administration's mandate has now shifted decisively from high-level roadshows to execution on the ground, with the government extending end-to-end bureaucratic clearance and institutional backing across every milestone—from MoU signing to manufacturing, and from groundbreaking to full-scale commercial production. Addressing the delegation, the Chief Minister underscored Uttar Pradesh's dominant manufacturing profile, pointing out that the state currently commands 55 percent of India’s total mobile phone manufacturing and 60 percent of nationwide electronic component fabrication, creating an established industrial ecosystem primed for sophisticated high-tech integrations.

Dedicated 'Singapore City' at Jewar: Leveraging a 75,000-Acre Land Bank and 27 Logistics Clusters

To house large-scale multinational footprints, the Chief Minister proposed the creation of a specialized, world-class "Singapore City" adjacent to the Noida International Airport at Jewar, anchored within the high-tech industrial belts administered by the Yamuna Expressway Industrial Development Authority (YEIDA). Situated at the critical geographic junction of the Eastern and Western Dedicated Freight Corridors (EDFC and WDFC) and integrated into an expanding expressway network, the node is positioned to serve as Northern India's central supply chain capital for multinational enterprises. The state showcased an active industrial land bank exceeding 75,000 acres, supported by 27 integrated manufacturing and logistics clusters currently under active development. Furthermore, the administration highlighted the UP Defence Industrial Corridor's six strategic nodes—Lucknow, Kanpur, Jhansi, Agra, Aligarh, and Chitrakoot—which have collectively attracted defense and aerospace manufacturing proposals exceeding ₹35,000 crore.

Packaging Hub, Agro-Processing, and Waste Tech: Specific Enterprise Accords Sealed

The high-level bilateral meet translated into concrete project allocations across manufacturing, agro-industrial value addition, and environmental engineering. Chief Minister Yogi Adityanath presented an official eligibility certificate for 50 acres of prime industrial land in YEIDA Sector 8D to M/s Greater Nashik Infracon Private Limited, an enterprise affiliated with Singapore’s Universal Success Enterprises Group, to establish an integrated "Universal Packaging Hub" with a capital outlay of ₹775 crore, directly creating 1,880 skilled jobs backed by Singaporean foreign direct equity. To leverage Uttar Pradesh's status as the nation's food basket contributing 21 percent of national grain output, a strategic MoU was executed with global agro-giant Agrocorp International to build a greenfield facility specializing in plant-based soy protein isolates and chickpea protein concentrates. Simultaneously, an environmental MoU was signed with global sustainable waste management leader Blue Planet Environmental Solutions for an estimated investment of ₹250 to ₹350 crore, encompassing the remediation of roughly 7.5 lakh metric tons of legacy waste at Sector 145 in Noida alongside the establishment of a 350-tonne-per-day modern municipal waste treatment plant in Saharanpur.

Global Business Leaders Endorse UP's Industrial Governance and Rapid Project Execution

The Singaporean delegation, which conducted comprehensive on-ground assessments across Noida and Greater Noida’s industrial zones prior to the Lucknow summit, praised the state's transparent governance, swift bureaucratic processing, and master-planned sectoral hubs, including the Yamuna Expressway Medical Devices Park, Semiconductor Cluster, Apparel Park, Toy Park, and the upcoming Film City. SBF Chairman Mark Lee and SBF-India Business Committee Chairman Prasun Mukherjee remarked that this historic mission marked the first high-level SBF delegation visiting an Indian state beyond national capitals, commending the rapid project implementation demonstrated by the state administration since the February Singapore summit. Prashant Mukherjee, Managing Director of Universal Success Enterprises, noted that the state's exceptional administrative speed and transparency serve as a global benchmark that the group actively advocates to international investors. The high-level conference saw participation from key industry captains, including Singapore Business Federation CEO Kok Ping Soon, Indian Hotels Company Limited (IHCL/Tata Group) MD & CEO Puneet Chhatwal, Agrocorp International CEO Vishal Vijay, Blue Planet Environmental Solutions CEO Prashant Singh, PSA India MD Pavithran M Kallada, and Sembcorp AGM Vineet Yadav, alongside senior administrative secretaries from Uttar Pradesh's infrastructure and industrial development departments.
