CM Yogi to Ink 15 MoUs in Lucknow as State Aims for 500 Global Hubs by 2031

Accelerating Uttar Pradesh's ambition to transform into India's premier destination for Fortune 500 technology powerhouses and multinational corporations, Chief Minister Yogi Adityanath will inaugurate the high-profile UP GCC Innovation Summit 2026 on Monday, October 26, at The Centrum Hotel in Lucknow. Organized jointly by the Indian Institute of Technology (IIT) Kanpur Alumni Association in strategic partnership with the state's investment promotion agency, Invest UP, and Indian global IT giant HCL Tech, the landmark convention serves as an investment catalyst for the state. During the proceedings, the state administration will formally execute 15 major Memorandums of Understanding (MoUs) spanning multi-sector enterprise expansion, while the Chief Minister will personally issue formal Letters of Comfort to five prominent international institutional investors committing substantial capital to the state's expanding technology ecosystem.

Scaling to 500 Global Hubs by 2031: Attractive Subsidies Expand Beyond Noida to Lucknow

The summit directly aligns with the Uttar Pradesh government’s strategic economic roadmap to scale its footprint from the current baseline of over 200 operational Global Competence Centres (GCCs) to more than 500 high-value centers across diverse industries by 2031. Driving this growth trajectory is the forward-looking Uttar Pradesh GCC Policy 2024, which offers qualified enterprise applicants up to 25 percent capital subsidy and up to 50 percent land subsidy under specified investment frameworks. While the National Capital Region corridor of Noida and Greater Noida has historically absorbed the lion's share of international IT investments, the state government is aggressively positioning the state capital of Lucknow as an emerging, cost-competitive tier-1 technology hub, equipped with modern commercial infrastructure, high-speed regional expressways, and an expanding metropolitan talent ecosystem.

Powering AI and Deep Tech: Academic Pacts With IIT Kanpur, IIT BHU, and IIIT Lucknow

Beyond corporate tax incentives, the summit places critical emphasis on the frontier domains of Artificial Intelligence (AI), enterprise digital transformation, automated engineering, and high-tier specialized talent development. To bridge the gap between academic innovation and enterprise operational demands, the state will cement collaborative agreements with approximately 13 premier higher-education institutes during the summit, anchored by premier institutions such as IIT Kanpur, IIT BHU, and the Indian Institute of Information Technology (IIIT) Lucknow. These cross-sector partnerships will establish dedicated incubation corridors, sponsored R&D centers, and industry-aligned curricula, guaranteeing multinational investors an uninterrupted supply of skilled computer science engineers and deep-tech specialists to power Uttar Pradesh's next industrial leap.
