Addressing the gathering, the Chief Minister recalled that when Prime Minister Narendra Modi introduced zero-balance Jan Dhan banking accounts, opposition leaders mocked the reform, asking what poor citizens would gain from empty ledgers. Today, that financial highway has permanently bypassed corrupt middlemen, siphoning public funds away from predatory cartels and depositing fiscal benefits directly into the hands of underprivileged households, naturally leaving those who once enriched themselves protesting and bitter.

The address coincided with a theatrical presentation titled "Namo Seva Ankahi Kahaniyaan," presented by artists of the Bharatendu Natya Academy under the State Department of Culture as part of the ongoing Seva Sankalp Abhiyan, which began on September 17. Highlighting an upcoming milestone, CM Yogi pointed out that on October 7, Prime Minister Narendra Modi completes a quarter-century of continuous, uncompromised constitutional governance across his tenures as Gujarat Chief Minister and India’s Prime Minister. When Modi assumed leadership of Gujarat on October 7, 2001, the state was reeling from the catastrophic Bhuj earthquake, followed immediately by severe communal tensions. Overcoming these crises through transparent policy and decisive will, Gujarat was transformed into an economic powerhouse and an international benchmark for infrastructure and industrial development.

2004–2014 Policy Paralysis vs. Saturation Welfare: Putting 1.4 Billion Citizens First

Drawing a sharp contrast with the decade preceding 2014, the Chief Minister asserted that the Congress-led UPA administration plunged the nation into institutional distrust, marked by daily corruption scandals, internal and external security vulnerabilities, and economic paralysis. That trajectory shifted decisively in 2014 when marginalized rural communities, farmers, youth, and women placed their trust in Modi's leadership. The government discarded vote-bank politics driven by caste, creed, religion, or regional bias, designing schemes with 140 crore Indians at the core. Basic human necessities that remained paper promises for decades—pucca housing, clean cooking gas connections, sanitation facilities, comprehensive Ayushman health cover, and free food grains—were delivered directly to the doorstep of the poor without discrimination.

The Chief Minister highlighted the unprecedented modernization of India’s transport and economic architecture, citing world-class highways, modern expressways, expanded railway networks, metro transit lines, and regional civil aviation corridors. Under the UDAN scheme, the visionary pledge that even a citizen wearing rubber slippers (hawai chappal) could board a commercial flight (hawai jahaz) became an operational reality rather than empty political rhetoric. Commending the child actors and theater troupe for their depiction of Gujarat’s post-earthquake reconstruction, CM Yogi directed the Culture Department to stage the theatrical series across all regions of Uttar Pradesh, adapting dialogues into local dialects including Bhojpuri in Purvanchal, Awadhi in central districts, Braj Bhasha in western regions, and Bundelkhandi across Bundelkhand.
