CM Yogi Launches LEXQ Quantum Forensic Center in Lucknow, Sets 5 GW Data Goal

Marking a major leap in integrating advanced scientific research with criminal jurisprudence, Uttar Pradesh Chief Minister Yogi Adityanath inaugurated the state-of-the-art LEXQ Center of Excellence in Quantum Forensics and Legal Compliance on Saturday during the TechSangam International Conference. Hosted at the Uttar Pradesh State Institute of Forensic Science (UPSIFS) campus in Banthra, Lucknow, the landmark initiative positions Uttar Pradesh at the cutting edge of cyber security and scientific evidence gathering. Setting the tone for the international convention, the Chief Minister delivered a critical philosophical perspective on emerging technologies, cautioning that while artificial intelligence serves as an extraordinary investigative assistant, it must never be permitted to become the decisive authority in governance or justice delivery. Emphasizing that technology must always function under the guidance of human discretion rather than human beings surrendering autonomy to algorithms, he warned that total dependence on machine intelligence could transform technological promise into an existential crisis.

From Mafia Land Reclamation to Tech Powerhouse: Yogi Traces UPSIFS Journey in Banthra

Reflecting on the state’s profound institutional transformation, Chief Minister Adityanath noted that hosting global conferences on quantum computing, cyber forensics, and data protection in Lucknow was virtually unthinkable a decade ago. Highlighting the symbolic and physical victory behind the institute's establishment, he revealed that the expansive land parcel in Banthra where UPSIFS now operates was once seized through forged documentation by a notorious land mafia, leaving earlier administrations paralyzed. Following an exhaustive investigation and the filing of a second criminal FIR under his administration, the mafia was forced to surrender before the High Court, enabling the state to convert encroached property into a world-class temple of forensic learning. The Chief Minister stressed that for the justice system to retain public credibility, legal frameworks must comprehend modern science, and scientific techniques must stand the rigorous tests of the courtroom, ensuring that justice is never derailed by procedural or evidentiary loopholes.

Ending 42-Year Justice Delays: LEXQ Center Connects With National Quantum Mission

To illustrate the human cost of delayed justice, the Chief Minister cited the high-profile case of a gangster who committed his initial crimes in 1980 but evaded accountability for decades after fleeing to another state. It took a protracted legal battle reaching the Supreme Court and 42 agonizing years before sufficient evidence yielded a conviction in 2022. Pointing to this decades-long delay, he asserted that extended litigation erodes the faith of victims and citizens in the rule of law, making rapid, indisputable forensic evidence imperative. The newly launched LEXQ Center will directly bridge this gap by offering short-term professional certifications, pioneering joint research ventures, providing legislative policy advisories, and integrating Uttar Pradesh into the National Quantum Mission. By linking law universities, industrial research bodies, and forensic laboratories into a unified knowledge grid, the center will equip investigators with the quantum tools required to bring offenders to justice swiftly.

5 GW Data Center Vision by 2030: Operation Trinetra Drives Economic and Surveillance Overhaul

Linking digital expansion to industrial dominance, Chief Minister Adityanath announced that Uttar Pradesh has set an aggressive target to build five gigawatts (GW) of data center capacity across the state by 2030. To support this vision, the state government is establishing five interconnected mega data center clusters designed to attract multi-billion-dollar investments, foster tech innovation, and generate high-skilled employment. The Chief Minister attributed this investment boom to the wholesale modernization of law and order since 2017, driven by district-level integrated command centers, the extensive CCTV surveillance network of Operation Trinetra, and the rapid-response capabilities of UP 112. Shedding its historical image as a lagging state, Uttar Pradesh has emerged among the top-tier economic engines of India. On this occasion, the Chief Minister also officially unveiled the technical publication "AI in Construction," underscoring the state's transition from Digital India toward the national objective of a Developed India (Viksit Bharat).
