Yogi Government Doubles Outsourced Workers' Pay and Launches Welfare Corporation

Ending a long-awaited wait for more than 300,000 contractual and outsourced personnel across various state departments, the Uttar Pradesh government has formally launched the Uttar Pradesh Outsourced Services Corporation. Chief Minister Yogi Adityanath inaugurated the corporation's headquarters at the Lok Bhavan in Lucknow, unveiling its official logo, website, and web portal. The landmark initiative is designed to eliminate exploitation by middlemen, ensure timely wage disbursements, and provide robust social security nets—including EPF, ESIC, maternity leave, and comprehensive health benefits—for the state's workforce.

Restructuring Outsourcing with Transparent Recruitment and Standardized Honorariums

The newly activated corporation streamlines recruitment across government departments by establishing a transparent, merit-based selection framework. Future appointments will be processed through structured written examinations and interviews, though interviews have been officially waived for Category 3 and Category 4 positions. To guarantee financial stability, salaries must now be disbursed by the 5th of every month, with mandatory reservation norms integrated into the hiring process.

To ensure fair compensation, the state has categorized outsourced personnel into four distinct tiers, with revised monthly honorariums ranging from ₹20,000 to ₹40,000:

• Category 1 (₹40,000 Honorarium): Encompasses high-level technical and professional posts, including Doctors (MBBS), Assistant Engineers/SDOs (B.Tech), Lecturers, Project Officers, Account Officers (CA or M.Com with experience), Assistant Architects, and Research Officers.

• Category 2 (₹25,000 Honorarium): Covers specialized administrative and medical roles such as Junior Engineers (JE), Staff Nurses, Pharmacists, Senior Assistants, Senior Stenographers, Data Processing Officers, Law Assistants, and TGT teachers.

• Category 3 (₹22,000 Honorarium): Includes operational and technical support roles such as Data Entry Operators, Junior Assistants, Electricians, Mechanics, Lab Assistants, Paramedical Staff, Storekeepers, Drivers, and Telephone Operators.

• Category 4 (₹20,000 Honorarium): Dedicated to essential support and utility services (with 8th or 10th-grade minimum qualifications), covering office assistants, lift operators, security guards, gardeners, cooks, pump operators, cleaners, and peons.

Direct Benefits and Statewide Integration

The grand launch event was broadcast live across all districts in Uttar Pradesh, allowing local outsourced workers and public representatives to participate in district-level celebrations. In addition to salary standardization, registered workers will receive formal welfare benefits, including guaranteed EPF contributions, ESIC medical cover, and structured leave policies. Furthermore, demo cheques and utility kits were distributed to registered beneficiaries of the Uttar Pradesh Building and Other Construction Workers Welfare Board (BOCW) and local sanitation workers, cementing the administration's commitment to inclusive, dignity-driven governance.
