In a decisive move to bolster youth employment and self-reliance, the Yogi Adityanath government in Uttar Pradesh is overhauling its skill development framework to make it entirely transparent, accountable, and result-oriented. Demonstrating a proactive governance model, the administration has announced a direct monthly communication channel with training partners. The initiative kicked off during a high-level "Skill Solution Day" held at the Uttar Pradesh Skill Development Mission headquarters in Lucknow, chaired by Minister of State (Independent Charge) for Vocational Education, Skill Development and Entrepreneurship, Kapil Dev Agarwal, alongside Principal Secretary Dr. Hari Om and Mission Director Pulkit Khare.
Addressing Training Partner Concerns and Ensuring Timely Payments
The landmark meeting brought mission officials and training providers face-to-face to address critical operational bottlenecks. Discussions centered on streamlining pending payments, tranche payment systems, dress distributions, performance guarantees, trainee attendance, and digital portal efficiencies. Minister Kapil Dev Agarwal emphasized that while irregularities will invite strict, rule-based action, genuine training partners performing quality work must receive priority support and legitimate disbursements. Addressing the administrative delays, Principal Secretary Dr. Hariom directed officials to catalog all grievances scheme-wise and clear verified, legitimate dues without unnecessary holdups, ensuring that accountability is matched with administrative backing.
Shifting Focus from Paper Certifications to Real Employability
A core highlight of the new policy is moving beyond mere paper certificates to impart practical, industry-ready skills. Mission Director Pulkit Khare outlined targeted reforms, including expediting assessments via the SCVT and creating local evaluation panels using government ITI instructors to ensure timely certification for trainees. Furthermore, the government is revising the performance guarantee framework—potentially reducing financial burdens for startup training institutions—and tackling equivalence issues for computer training certificates. Crucially, the fourth tranche of placements will now focus on long-term youth retention rather than just statistical reporting, introducing incentive structures for trainees who sustain employment and partners who deliver quality placements. By institutionalizing a meeting on the first Monday of every month, the Yogi government aims to bridge ground-level gaps, foster transparency, and genuinely empower the youth of Uttar Pradesh with sustainable career paths.
