Big Real Estate Relief: Yogi Govt Slashes Land Use Change Fees by 50% Across Uttar Pradesh

In a major policy reform aimed at boosting real estate growth, industrial expansion, and urban infrastructure, the Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath on Tuesday, approved significant amendments to the state's land conversion framework. The state government has overhauled the Uttar Pradesh Town Planning and Development (Determination, Levy and Collection of Land Use Change Fee) Rules 2014 by sanctioning its third major amendment. This decision streamlines the cumbersome bureaucratic process for altering land use within areas governed by municipal Master Plans and Regional Development Plans, while simultaneously slashing conversion fee tariffs by nearly 50 percent across residential, commercial, industrial, and mixed-use categories to encourage fresh capital investments.

Decentralizing Approvals: Local Development Authorities Empowered Up to 6,000 Square Meters

Under the newly approved regulatory structure, local development authorities across Uttar Pradesh have been vested with autonomous powers to sanction land use conversion applications for plots measuring up to 6,000 square meters, eliminating the need to route files through state-level administrative corridors. Explaining the reform, Special Secretary for Housing and Urban Planning Rajesh Kumar Rai highlighted that previously, all land use conversion files required direct state government approval, causing prolonged project delays. Aligning with the Government of India’s Ease of Doing Business mandate, digital governance push, and deregulation action plans, Uttar Pradesh benchmarked and adopted successful decentralized models operational in states like Rajasthan, ensuring developers, institutional builders, and private citizens experience rapid approvals without administrative bottlenecks.

Massive Fee Slashes: Clear Circle Rate Reductions for Commercial, Residential, and Industrial Plots

Beyond administrative decentralization, the Cabinet cleared steep tariff reductions calculated against regional circle rates, providing substantial fiscal relief to project developers and landowners. For converting agricultural land into industrial zones, the charge has been brought down from 20 percent to 15 percent of the circle rate. Residential conversion charges have been halved from 50 percent to 25 percent, while corporate office space conversion costs have dropped from 100 percent to 50 percent. Prime commercial conversions witnessed a massive drop from 150 percent down to 75 percent, with mixed-use development rates reduced from 125 percent to 65 percent. These measures complement existing powers granted under the Uttar Pradesh Township Policy-2023 and the Chief Minister's Urban Extension Scheme, reinforcing the state's trajectory as a streamlined destination for modern infrastructure creation.
