Under the revised regulatory pricing mechanism, person-to-merchant UPI transactions crossing the ₹2,000 threshold will attract a 0.4 percent MDR, while routine person-to-person (P2P) transfers remain entirely free for consumers. The framework caps interchange at ₹300 for ticket sizes exceeding ₹75,000, while essential utilities including railways, telecom, insurance, fuel, and agricultural inputs will be assessed a flat fee of ₹5, alongside a concessional 0.02 percent fee capped at ₹300 for capital markets and mutual funds. Goldman Sachs estimates that this structural shift will unlock a fresh revenue pool of approximately ₹20,600 crore across the payments network, with parallel industry estimates pinning the figure between ₹16,000 crore and ₹22,000 crore. Conducting top-down and bottom-up sensitivity analysis, Goldman Sachs projected that Paytm could harvest up to ₹1,400 crore in incremental EBITDA by FY 2027-28 in an optimal scenario, even after factoring in competitive discounting pressures.

Institutional sentiment remains overwhelmingly bullish: among 24 equity research analysts actively covering One97 Communications, 18 maintain a definitive "Buy" recommendation, while the remaining 6 advise a "Hold." International brokerage Bernstein raised its target price on Paytm to ₹2,200 per share while reiterating an "Outperform" rating.
