Odisha Cancels Vedanta’s 28.8-Acre Land Lease in Jharsuguda After 13 Years of Non-Use
In a significant regulatory blow to billionaire Anil Agarwal-led Vedanta Limited, the Odisha government has formally terminated the long-term lease of 28.8 acres of prime industrial land in Panchpada village of Jharsuguda district. The decisive action, executed by the Odisha Industrial Infrastructure Development Corporation (IDCO), follows an extensive compliance review which determined that the natural resources conglomerate failed to set up any industrial infrastructure or permanent construction on the site for nearly 13 years. State authorities had issued a formal show-cause notice to Vedanta on April 9 seeking an explanation for the prolonged non-utilization, but deemed the company’s response unsatisfactory. Invoking statutory land allocation clauses that mandate repossession if designated industrial property remains unused for more than three years, the state ordered the immediate reclamation of the property.
Unused Since 2013: Inspection Reveals Vacant Plot Mortgaged for Credit Facilities
The land parcel was originally allotted in 2013 to Vedanta Aluminium Limited before being transferred to Vedanta Limited following corporate restructuring and a name change. A comprehensive ground inspection conducted by IDCO officials last year discovered that despite the passage of more than a decade, only an outer perimeter boundary wall stood on the site, with no operational machinery, manufacturing plants, or civil structures erected. Regulatory scrutiny deepened after official records revealed that Vedanta had previously mortgaged the state-leased land to secure institutional credit facilities and commercial loans. Ordering an immediate, unconditional repossession, the state administration directed Vedanta to surrender vacant, undisputed possession of the 28.8-acre plot to revenue authorities without entertaining any third-party claims, legal encumbrances, or fresh on-site civil works.
Vedanta Proposes Healthcare Hub as Odisha Intensifies Crackdown on Idle Plots
Responding to the lease cancellation, a spokesperson for Vedanta Aluminium Metals clarified that all institutional loans and credit facilities secured against the mortgaged land parcel have already been repaid in full. Defending its operational intentions, the company stated that it has formally submitted a proposal to repurpose the idle plot for community welfare, specifically offering to construct a comprehensive healthcare facility, with bilateral discussions currently underway with IDCO leadership to resolve the issue. However, the lease termination reflects a broader, uncompromising enforcement drive by the Odisha government against dormant industrial allocations. Since 2016, the state administration has revoked the allotments of 267 land parcels from non-operational corporate entities that failed to launch commercial operations, while serving show-cause notices to an additional 398 non-compliant units as of March 2026 to ensure that scarce industrial land is systematically returned to active economic production.
